Dr. Tilo Klinner
Dr. Tilo Klinner, a native of Würzburg, studied law in Würzburg, Lausanne, and Montreal. After working as a lawyer in Munich (1987–1988), he received his doctorate in law from Würzburg University in 1988 with a thesis on "Remote Sensing – Is there such a thing as data protection under international law?" and joined the German diplomatic service that same year.
From 1990 to 2005, he held various positions in the Foreign Service, including in Moscow and Beijing. He subsequently served as Deputy Head of the Public Relations Department (2002–2005) and Head of the Consulate General in Yekaterinburg (2005–2008). From 2008 to 2011, he served as Inspector for Organizational and Personnel Development at German Embassies.
He then assumed the position of Consul General in Karachi (2011–2015) and, as Commissioner for Foreign Trade Promotion (2015–2018), was responsible for exports, foreign investment, and human rights. He also promoted vocational training worldwide and marketed the German dual vocational training program. From 2018 to 2021, he headed the German Embassy in Astana, Kazakhstan, and served as German Ambassador to Uzbekistan until 2024. Since July 2024, he has been Managing Director of Altiklorion Consulting GmbH and works as a lawyer, admitted to the Berlin Bar. Seit Juli 2024 ist er Geschäftsführer der Altiklorion Consulting GmbH und als Rechtsanwalt in Berlin tätig.
